California Health Insurance:

COBRA stands for Consolidated Omnibus Budget Reconciliation Act which was passed by the congress in 1986. This plan is best suited against an individual health insurance plan as its much cheaper. But keep in mind that it requires you to pay more premiums if you select a group health insurance plan. The advantage of a group policy is that it is for 19 people and provides you coverage against 50% of your working days.
Keep in mind that no health insurance policy will cover all of your medical expenses. They just provide you certain amount of coverage against your total medical expense.
